The main goal of the plan is to make Dubai one of the most liveable cities in the world. The master plan focuses on optimizing urban space, expanding infrastructure and ensuring a sustainable future in which economic growth and environmental protection go hand in hand.

The plan is based on five main objectives:

Dubai has developed rapidly in recent decades, but the Masterplan 2040 aims to achieve a better balance between urban development and quality of life. The aim is to focus the city's growth on existing urban areas while ensuring that they are developed sustainably and efficiently. This includes making better use of existing urban resources and transforming industrial and commercial areas into multifunctional urban spaces.

A key objective of the master plan is to ensure that 60 % of Dubai's land area is preserved as nature reserves or green open spaces. This should not only improve the quality of life for residents, but also help to minimize the impact of urban growth on the environment.

2. promotion of sustainability and environmental protection

Sustainability is at the heart of Dubai's Vision 2040, a plan that sets out a series of initiatives to reduce the city's energy consumption, promote the use of renewable energy and minimize the environmental impact of urban development. One of the most important pillars of this strategy is the Dubai Clean Energy Strategy 2050which aims to cover 75 % of Dubai's energy needs from clean, renewable energy sources.

The Master Plan 2040 also provides for the expansion of environmentally friendly transport networks. The proportion of electric vehicles and low-emission means of transportation is to increase significantly by 2040, and the city plans to further expand the public transport network. The aim is to increase the proportion of the population that can access public transport to 55 %, which should help to reduce traffic volumes and air pollution.

One of the biggest challenges for fast-growing cities is creating sufficient living space without compromising quality of life. The Masterplan 2040 envisages a significant increase in residential areas in Dubai, with a strong focus on sustainability and the creation of communal areas. It is planned that Dubai's population will increase from the current 3.5 million to 5.8 million by 2040.

In addition to the residential areas, Dubai plans to double the number of public green spaces and recreational parks. The aim is to improve access to parks and recreational areas and ensure that 80 % of the population live in close proximity to recreational and leisure facilities. This will improve the quality of life of residents and strengthen social cohesion in the communities.

A central component of this vision is the creation of five urban centers that will function as both residential areas and business centers. These centers are intended to promote economic development while raising the standard of living for residents. The centers include:
